AGWA will recommend a set of performance indicators that co-measure water and climate security, such as by looking at risk assessment, climate preparation and coordination, and system-level reliability and change, including both social, infrastructure, and eco-hydrological variables.\nThe indicators will focus on meaningful and cost-viable impacts designed to demonstrate strengthened resilience through water management, which will be defined as water resilience of citizens, households, communities, corporations/farms/factories, investors/investments, and governments/countries. It will examine existing institutional structures and policies, identifies gaps, and provide strategic support to unlock cooperation, leadership, and access to climate finance.\n \n ID: GB-GOV-1-300596-403\nTitle: Fair Water Footprints \nDescription: The Fair Water Footprints workstream supports systemic change in nature-positive, pro-vulnerable global financial flows by engaging with the private sector to build understanding of water risk in their supply chains and providing mechanisms for systemic learning, leadership, and accountability for robust analysis of water footprints throughout key supply chains.\n \n ID: GB-GOV-1-300596-404\nTitle: Monitoring Evaluation and Learning of Just Transitions for Water Security\nDescription: The Just Transitions for Water Security Monitoring Evaluation and Learning (MEL) will independently review the performance and likely impact of the other four components namely the Water Resilience Tracker, Fair Water Footprints, Resilient Water Accelerator and Programme Management Support. It will also contribute to wider learning on ‘what works’.                                                                                                                    \n \nThe JTWS consortium will collaborate closely with The Monitoring, Evaluation and Learning service provider engaged by the FCDO to support this programme of work. The MEL lead will be responsible for overseeing successful delivery of programme MEL, tracking impacts, and working with consortium partners to ensure a learning centred programme following FCDO’s best practice in adaptive management, and driven by the goal of transformative impact against a robust and well-tested theory of change. Engagement between the MEL service provider and the three workstreams will be coordinated through the Operational Coordination Unit (OCU) and Programme Executive Steering Committee (PESC). \n\nProgress towards the achievement of results will be monitored using the programme Theory of Change, the two programme-level ICF KPIs for resilience and transformational change and the four intermediate outcome level KPI’s (national integrated, inclusive, and water resilient climate strategies and plans, water security indices, stewardship standards met and investable plans). The staff will focus on engaging national stakeholders to support the programme’s objectives on water governance and wider delivery. \nUp to five programme funded posts may be required and be recruited wherever two or more delivery components are operational. The needs will be assessed during programme delivery. ECED would locate programme funded positions where greater support is required to ensure the programme delivers on HMG in-country priorities. \nThere is also a need for the FCDO to build close relationships with key stakeholders, particularly partner governments to support programme delivery.  Post will be established in accordance with HMG policy for country-based staff whose will be time limited.  No contract will be offered that runs longer than the duration of the whole programme. Decision on programme funded posts will be taken based on the need for additional support, the value of a dedicated FCDO staff member in country and wider programme management implications.\nThese in-country facilitators or coordinators will coordinate country-based delivery plans, support stakeholder dialogues and any negotiations and policy dialogue, ensure programme coherence and supervise work on the ground. The facilitators will report to a line manager in the FCDO country office in the first instance and to the SRO and PRO on broader policy matters and grant management.
