The 2025–2027 Institutional Strategic Plan is based on process and results-oriented management, aligning three strategic objectives with twelve mission and support processes. Following a detailed analysis of strengths, weaknesses, opportunities, and threats, MAPP/OAS reaffirmed the relevance of its flexible mandate, especially in regions most affected by conflict. The project will deliver: (1) a methodological and operational framework that sets principles, structured prosecutorial processes, analytical criteria, and practical tools; and (2) a specialised module for illicit economies linked to fuel-station networks, including typologies, risk indicators, territorial and financial linkages, and evidentiary routes.\nActivities include a diagnostic based on case analysis and practitioner consultations, a co-design workshop with territorial and central teams, iterative drafting and refinement of both components, and pilot use in selected units supported by case-based exercises.
