purpose is to enhance the capacity of Commonwealth Small States and Least Developed Countries (LDCs) to engage effectively with the UN human rights mechanisms, including the Human Rights Council (HRC), Universal Periodic Review (UPR) mechanism and Treaty Bodies (TBs) and to that end, strengthen their national frameworks. Effective member state engagement with UN human rights mechanisms will lead to their enhanced voice and increased visibility. It will enable them to further strengthen their overall partnership with these mechanisms, and benefit from constructive recommendations to improve conditions at the national level for increased human rights promotion and protection. Strengthened national frameworks will provide the necessary policy frameworks and a platform to monitor and report on the implementation of UN recommendations at the national level. \n\nTrade: \nThe project’s purpose is to strengthen the capacity of Commonwealth Small States (CSS) to engage more effectively in negotiations on existing and new and emerging trade issues at the WTO and facilitate their fuller integration and participation in the multilateral trading system. Small States rely heavily on international trade as a driver of growth and development, and deeper integration into the multilateral trading system will help expand trade and investment opportunities, including within the Commonwealth. Moreover, given their heightened vulnerability to climate change and natural disasters, trade can serve as a vital tool for recovery and building long-term resilience.\n \n ID: GB-GOV-1-400714-402\nTitle: Strengthening Commonwealth Member Countries to Access Climate Finance \nDescription: To advance equitable and inclusive climate action in small and other vulnerable Commonwealth states, through enhanced access to international climate finance and strengthened technical, human and institutional capacity. \n\nContext and Need for the Project\nIn no more than 200 words, provide the background and context to the issues this project will address and why the UK should fund this project\n\n\n\n\n \n\tThe Commonwealth Climate Change Programme focuses on strengthening the resilience of Commonwealth countries to the impacts of climate change. It provides technical assistance and capacity development support to member countries to access climate finance for climate mitigation and adaptation through the Commonwealth Climate Finance Access Hub (CCFAH). It supports integrated action on the three Rio Conventions through the implementation of the Living Lands Charter. As of March 2025, CCFAH has supported 21 countries in Africa, Indo-Pacific, and the Caribbean, securing approximately USD 473.55 million for various climate projects and training about 3,305 government officials through 152 capacity-building initiatives.\n\nThis funding from the FCDO, building on previous support including in FY24-25, will be used to cover the costs and expenses for Commonwealth National Climate Finance Adviser (CNCFA) in Maldives, Namibia and Mauritius, and the Commonwealth Regional Climate Finance Adviser (CRCFA) in the Caribbean region – nations and a region that are highly vulnerable to climate change. \n\nThe UK’s renewed commitment to climate leadership, exemplified by its ambitious 81% emissions reduction target by 2035, positions it as a trusted partner and climate leader, a reputation reinforced by this funding which will facilitate low-carbon transitions and de-risk investments in the long run.
