With a £28 million budget, the programme aims to unlock inclusive, sustainable economic growth as the primary pathway out of poverty, while advancing mutual UK–Zimbabwe interests in trade, investment, and stability. It will strengthen the foundations for growth—particularly human capital, public systems, governance, and climate resilience—while accelerating key drivers of growth such as finance, private sector productivity, and trade, and embedding women and girls throughout. Delivered through adaptive, locally led partnerships, the programme leverages UK expertise, investment, and convening power to catalyse long-term, system-level change.\n \n ID: GB-GOV-1-400915-401\nTitle: Zimbabwe Violence against Women and Girls (VAWG) Services Sustainability Initiative \nDescription: The VAWG Services Sustainability Initiative aims to protect and strengthen essential VAWG services in Zimbabwe by mobilising domestic commitment and co-investment—government, corporates, and individuals, including the diaspora—while building the long-term financial resilience of frontline women’s rights organisations (WROs).\n \n ID: GB-GOV-1-400915-402\nTitle: Horticulture Systems & Trade (HDC Supported Initiative)\nDescription: The support to the horticulture sector initiative aims to strengthen Zimbabwe's horticultural ecosystem through facilitation of improved export readiness, enhanced cross-sector coordination and a demonstrated model of climate-smart, market-driven horticulture development. \n The project is anchored in two core pillars: Pillar 1 — Investment and Trade, with a strong emphasis on inward and outward investment fora, trade facilitation, and unlocking private capital; and Pillar 2 — Systems Strengthening and Policy Reform, consolidating HDC's role as Zimbabwe's national horticulture apex body and advancing the policy environment for investment and trade.\n \n ID: GB-GOV-1-400915-403\nTitle: Financial Services Ecosystem (ZADT TA Support)\nDescription: To enhance financial inclusion, enterprise development, and climate resilience for women and youth in Zimbabwe’s agriculture sector, while fostering sustainable, gender-responsive, and innovation-driven growth across agricultural value chains, including primary production, value addition, and market expansion.\n \n ID: GB-GOV-1-400915-404\nTitle: Revolving Loan Fund (ZADT Development Capital Grant- C-Del)\nDescription: This project aims to deepen, scale-up, and sustain the financial inclusion and enterprise development of women and youth through growth of revolving funds and blended finance mechanisms. The project further seeks to unlock finance from private sector as means to strengthen the sustainability of financial inclusion for women and youth.\n \n ID: GB-GOV-1-400915-405\nTitle: Education System Strengthening (ESS) under the Partnerships for Inclusive and Sustainable Growth Portfolio Programme \nDescription: The Education System Strengthening (ESS) component of PFISG will enhance the foundations of inclusive and sustainable growth in Zimbabwe by providing targeted technical assistance to strengthen the capacity of MOPSE to address the urgent issue of ‘zero-percent pass rate and chronically underperforming schools. ESS will develop and implement targeted approaches to address indicators of learning poverty, building directly on the previous work of TEACH and ensuring its sustainability\n \n ID: GB-GOV-1-400915-406\nTitle: Strengthening Groundwater Management Systems\nDescription: In partnership with the British Geological Survey (BGS) and local partners, the project will develop and operationalise an integrated, data-driven groundwater management system, centred on the broader Manyame Catchment. This project will create one simple system that brings together all groundwater information such as how much water is available, how much is being used, and how quickly it is being replenished. It will also develop a tool to help decision makers plan, manage, and monitor groundwater use based on reliable data. This will help government agencies better understand and manage groundwater for planning and regulation. This approach responds to the UK’s new strategic shifts from large scale service delivery to systems strengthening.\n \n ID: GB-GOV-1-400915-407\nTitle: Transitioning the Neotree Project in Zimbabwe to National Ownership:Integrating and Scaling Neotree within the Health System. \nDescription: Neonatal mortality remains a critical challenge in Zimbabwe; one of the few countries in Africa where this metric has worsened over the last decade. Resource challenges, such as a lack of trained staff are ongoing, and it is reasonable to assume these trends could continue given the upheaval in development policy and disruptions in the wider global economy. Whilst the MoHCC is actively rolling out the Impilo EHR nationwide to primary health clinics (PHC), specialised neonatal workflows are required to manage complex newborn care effectively. Neotree has demonstrated clinical success, but keeping it as a standalone, donor-dependent application limits its long-term viability. To ensure lasting and widescale impact, Neotree must be absorbed into the sovereign digital infrastructure (Impilo for PHCs, and Impilo vNEXT for hospitals), and the MoHCC workforce must be equipped to govern, maintain, and utilise the system independently.\n \n ID: GB-GOV-1-400915-408\nTitle: Strengthening Protection Mechanisms for Preventing and Responding to Trafficking in Persons and Smuggling of Migrants\nDescription: This project will help reduce trafficking and related exploitation in Zimbabwe by improving prevention, early identification, and referral to protection services in high-risk locations. It will work with communities, frontline officials, and local support centres to increase public awareness of deceptive recruitment practices, unsafe migration risks, and available reporting channels. The project will also strengthen the ability of key responders to identify people at risk, respond safely and appropriately, and connect them to support through national systems. Activities will include community outreach, radio and digital messaging, easy-to-understand information materials in local languages, workshops with trusted local leaders, and practical training for frontline staff. By focusing on women, young people, and other vulnerable groups, the project aims to reduce exposure to exploitation, improve access to protection, and support stronger coordination across government and community structures. It will contribute to safer migration, better protection of people at risk, and a more effective national response to human trafficking in Zimbabwe.\n \n ID: GB-GOV-1-400915-409\nTitle: Catalysing Private Sector Investment in Renewable Energy (Solar Minigrids)\nDescription: The project, through UNDP will catalyse a shift from supporting large-scale infrastructure to private sector-led solar minigrid development, aligned with Zimbabwe’s emerging minigrid policy framework. It will establish a de-risking facility to reduce investment barriers for private developers and provide targeted incentives to attract private investment such as supporting women-led enterprises as part of the anchor demand support. This approach represents a shift from a donor to an investor. It is also contributing to one of our Country Business Plan (CBP) objectives to responsibly exit from large scale service delivery into systems strengthening. Private sector participation in the growth of the renewable sector is widely recognised as very sustainable.\n",
