      "title_narrative":["Self-recovery housing for development: scaling up crisis preparedness and humanitarian shelter response"],
      "description_narrative":["Earthquakes, storms, floods, and conflict cause untold damage to infrastructure, services, agriculture and livelihoods. The destruction of housing is often most visible, and the most devastating to the families, with often hundreds of thousands of homes destroyed. Householders themselves are invariably the first to respond; they are never passive, and signs of shelter recovery are very apparent from the first days after a disaster. The majority - as many as 80 or 90% - receive little or no assistance from the international community and are the main drivers of their own recovery process. This process has been termed 'self-recovery'. Previous GCRF awards supported interdisciplinary teams led by ODI in collaboration with CARE International UK, BGS, UCL and Loughborough University. They developed the understanding of the self-recovery process and advanced the theoretical basis for humanitarian assistance to the process of supporting self-recovery in practice. In large part as a result of this work, self-recovery is now a strategic element of the humanitarian shelter sector discourse with many disaster responses purporting to support this inevitable process. In recognition of the value of a people-centred approach that moves away from the convention product-based modalities, the CARE Philippines post-cyclone self-recovery project won the 2018 World Habitat Award in acknowledgment of its self-recovery focus. Sixteen thousand houses were built, each one unique and reflecting the priorities and means of each family. https://www.world-habitat.org/world-habitat-awards/winners-and-finalists/post-haiyan-self-recovery-housing-programme/ The self-recovery approach that respects the primacy of agency and choice aligns well with current humanitarian and development concerns such as the 'humanitarian development nexus', the Grand Bargain's emphasis on localisation, participation and cash-based responses, the Sendai Framework on Disaster Risk Reduction, the Sustainable Development Goals and the Global Shelter Cluster strategy. This is further explained in the Business Case. However, very little has been done to develop guidance for practice. With the exception of the protocol 'Informing Choice for Better Shelter' that delivers a guide for the development of technical educational material, there are no published tools nor guidelines that provide an implementation framework for self-recovery in shelter projects. This project addresses this gap. CARE International has over 70 country offices across the world, all of them in ODA eligible  countries. All of the proposed activities will take place two hazard prone countries where there is a CARE presence and/or an activated coordination system in the form of a country level shelter cluster. The potential regions to be selected include South Pacific islands, East Africa, Central America, Philippines and SE Asia the precise locations to be dependent on ongoing and new disaster responses. In all instances the research team will be working with the Global Shelter Cluster, country level clusters and/or CARE International country teams. These will all be ODA eligible countries. The protocol developed will be adapted to become a preparedness tool for the specific ODA eligible country context. Altogether, it is clear that nitrogen pollution is something we should be taking very seriously.  The amazing thing is that so few people have heard of the problem. Everyone knows about climate change and carbon footprints, but how many people are aware that nitrogen pollution is just as significant?  One reason for this is that scientists and policy makers have traditionally specialised. Different experts have focused on different parts of the nitrogen story, and few have the expertise to see how all the issues fit together.  This challenge is taken up by a major new research hub established under the UK Global Challenge Research Fund. The \"GCRF South Asian Nitrogen Hub\" is a partnership that brings together 32 leading research organisations with project engagement partners from the UK and South Asia. All eight countries of the South Asia Co-operative Environment Programme (SACEP) are included. The hub includes research on how to improve nitrogen management in agriculture, saving money on fertilizers and making better use of manure, urine and natural nitrogen fixation processes. It highlights options for more profitable and cleaner farming for India, Pakistan, Bangladesh, Nepal, Afghanistan, Sri Lanka, Bhutan and the Maldives. At the same time, the hub considers how nitrogen pollution could be turned back to fertilizer, for example by capturing nitrogen oxide gas from factories and converting it into nitrate.  The fact that all the SACEP countries are included is really important. It means that lessons can be shared on good experiences as well as on whether there are cultural, economic and environmental differences that prevent better management practices from being adopted. It is also important from the perspective of international diplomacy, and provides an example to demonstrate how working together on a common problem is in everyone's interest. It puts the focus on future cooperation for a healthier planet, rather than on the past.  The South Asian case provides for some exciting scientific, social, cultural and economic research challenges. The first is simply to get all the researchers talking together and understanding each other. There are dozens of languages in South Asia, matching the challenge met when different research disciplines come together. This is where developing a shared language around nitrogen can really help. There are lots of nitrogen forms ranging from unreactive atmospheric nitrogen (N2), to the air pollutants ammonia (NH3) and nitrogen dioxide (NO2), to nitrate (NO3-) which contaminates watercourses, and nitrous oxide (N2O) which is a greenhouse gas. The impacts of each of these are being studied to provide a better understanding of how they all fit together.  The result is an approach that aims to give a much more coherent picture of the nitrogen cycle in South Asia: What is stopping us from taking action, and what can be done about it. One of the big expectations is that the economic value of nitrogen will help. India alone spends around £6 billion per year subsidising fertilizer supply. It means that South Asian governments are strongly motivated to use nitrogen better.       "description_narrative":["BRACE is a transdisciplinary project that will forge new relationships among geoscientists, engineers, social scientists, historians, and policy makers to address seismic risk and develop resilience-building strategies. This will be achieved through collaborative research and outreach between UK and US researchers and academics and government officials in the Himalayan Kingdom of Bhutan, an ODA recipient country. This novel attempt to develop a multi-pronged approach will reduce earthquake disaster risk, and bring geological, geomorphological and seismological work into conversation with both historical records held in Bhutanese archives and with research into contemporary Bhutanese governance, disaster preparedness, and effective communication strategies for risk reduction. By merging new research in these fields with close consultation with in-country policymakers and engineers, our long-term aim is to develop a sustainable framework for improving Bhutanese resilience to earthquakes and their secondary effects. We will combine expertise in tectonics, seismology, geomorphology, engineering, cultural history, environmental decision making (governance), development, and education to investigate the links between historical records of seismicity, seismic hazards, and the impact of earthquakes on environmental issues, infrastructure and populations. The aim will be to develop resilience and research capacity within Bhutan to cope with earthquakes and their cascading effects on environment, infrastructure, and society. The underlying drivers of disaster risk are currently poorly understood. The Himalaya are highly seismically active (highlighted by the 2015 magnitude 7.8 Gorkha earthquake in Nepal), but Bhutan appears to represent a region of relative seismic quiescence. There is currently little understanding of seismic hazard in Bhutan, and therefore of the potential disruption to landscape and infrastructure, and the consequent impacts on access to food, water, energy, and impact for the health and wellbeing of society. In addition, the regional tectonics and poorly known fault network appear structurally complex and present challenges to assessing future earthquake potential. Bhutan is a rapidly developing country in which traditional modes of life and architecture are being challenged by moves to urban areas where population density has increased. Urban areas are rapidly expanding but building standards are not sufficient to withstand future seismic events, thus presenting a clear call to action. Strengthening resilience to earthquakes and their secondary effects presents transdisciplinary and multi-stakeholder challenges. The interaction between social systems and physical processes results in layers of complexity, which challenge businesses, governments and policy makers, particularly at times of rapid change or shock after a natural disaster. This project will bring a transdisciplinary perspective in which the knowledge of geoscientists, engineers, historians, social scientists, policy makers and practitioners, as well as local knowledge and lay views, are considered. Scientific research identifies pathways and opportunities available to society in times of shock, and combined with a social science perspective can identify the pathways to resilience and rebuilding. Historical archives provide rich data on past seismic events that can help to build an understanding of seismic hazard. However, little work has been done to investigate the potential of Bhutanese historical records to collect and constrain information about past earthquakes. Such data are critical to our understanding of today's seismic hazard as well as the structural makeup of the tectonic plate boundary in the eastern Himalaya.       "description_narrative":["Globally, a majority of persons with disabilities are marginalised and excluded from equitable access to, and meaningful participation in, training and employment opportunities. As there is a significant relationship between disability, poverty, and inequality; supporting inclusive employment and community participation for persons with disabilities represents potential impact not just in the lives of persons with disabilities themselves, but also in their families, communities, societies, and national economies. As a low and middle-income country nestled in the Himalayas, Bhutan also has great economic and social challenges now and predicted into the future, with high youth unemployment in urban areas (23%) and the youth population expected to grow significantly. Access and participation to economic and community activities for youth with disabilities is limited in Bhutan, as members of this population are classified as 'economically inactive' and receive very little resource and assistance in areas such as school transition, skills and vocational training, access to credit, and inclusive employment.  In response to these challenges in Bhutan, and around the world, in phase one of this project we propose to conduct a methodologically innovative and comprehensive survey of access and participation of youth with disabilities in the economy and community. Survey methods include: adapting currently validated survey and indicator instruments development at the University of Minnesota Institute on Community Integration (UMN ICI); conducting employer perspectives and attitudes surveys; conducting focus groups of nearly 200 community stakeholders; conducting case study profiles of youth with disabilities; using GIS spatial and network mapping to uncover social, community, and economic network and services; using micro-narrative quantitative spatial analysis facilitated by the groundbreaking SenseMaker software; and conducting a political economy assessment.   This survey will lay the foundation of understanding in implementing phase two activities, which begins by implementing a bespoke Employment Assessment Toolkit, previously developed by the University of Birmingham. The Toolkit will provide person-centred planning and assessment, as well as an evaluative baseline, to support the following interventions: entrepreneurship and employment skills workshops for youth with disabilities, piloting three coordinator positions (Inclusive Employment Coordinator, Entrepreneurship and Self-Employment Coordinator, School Transition Coordinator), and piloting a microfinance grant scheme to support entrepreneurship and access to employment and skills training for youth with disabilities in Bhutan. Additionally, a group of 10 Bhutanese Inclusive Employment and School Transition Fellows - professionals working in and around this area in Bhutan - will be selected to participate in training at the UMN ICI. Through this project, we seek to understand the effectiveness, sustainability, and scalability of these interventions, and in their potential for transferability to other low and middle-income countries in South Asia and across the world.   The last phase of the project will involve multifaceted impact evaluation of the interventions and project activities, as well as exciting impact activities. These impact activities include a South Asia Regional Summit on Skills and Economic Participation of Youth with Disabilities and a commissioned documentary film featuring the daily-lived experiences of youth with disabilities and the activities of this project. This film will be made by Bhutanese filmmakers and will employ youth with disabilities themselves as support crew.
