      "description_narrative":["The spread of motorcycle taxis in rural areas in sub-Saharan countries has contributed markedly to socio-economic development, providing improved access to markets, health and educational facilities. The main beneficiaries are among the most marginalised and difficult to reach: semi-subsistence farmers, rural women and children. In addition, millions of often poorly educated youths with limited job perspectives are now involved in motorcycle taxi riding, making it an important job sector. So far, this has been a market-driven development, with no government or international donor support. In 2017 GIZ funded a novel project in northern Liberia which saw approximately 25 kms of rural footpaths (from farm to village and village to roadside) upgraded to motorcycle accessible tracks. Our ESRC/DFID 2015-2018 funded research 'at the end of the feeder road' assessed its socio-economic impact and found a significant and positive impact on rural lives and livelihoods, with few if any negative effects.\n\nFollowing a visit to the Liberia project site, a World Bank Technical Advisor - in the country to help in formulating the country's next strategic rural road infrastructure plan - was quickly convinced by the merits of the pilot project and by the study's findings. Track construction as an integral component of rural access was subsequently included in Liberia's national draft masterplan (2018-2038) for rural road infrastructure. When the study's findings were presented in November 2018 in Liberia to a panel of government officials, donors and civil society representatives, as part of our key stakeholder seminar, three important issues were brought up:\n- The Minister of Public Works indicated the need for a second pilot project (in a geographical different location) allowing for more impact data to be generated, and a clear methodology on how to upgrade footpaths to tracks;\n- The above mentioned WB TA referred to examples where rural communities in Liberia had spontaneously improved footpaths to allow for motorcycle taxi transport, ranging from side-clearing to strengthening foot-bridges. However, these initiatives suffered from a lack of basic technical/engineering know-how;\n- The PI and local research partner expressed their concern over the lack of track maintenance (a common problem with any type of road infrastructure) and the apparent absence of a community agreed model for this (expressed in a MoU).\n\nFollowing the encouraging findings of our socio-economic assessment, KfW, in collaboration with NGO WeltHungerHilfe, decided to fund a second pilot project in Liberia. The PI - with support from Swansea University's internal Global Challenges fund - has overseen the baseline data gathering exercise for this in May and June 2019. This addresses the first part of the concern expressed by the Minister and will increase the research's impact on national government and international donor policy. To address the other part (lack of methodology) and address the other two issues raised above, we propose to put together a manual on track construction and maintenance, freely accessible to national/local governments, donors, implementing partners, Liberian engineers and local communities. This manual will have simple technical drawings and QR codes linking to short, locally recorded construction and maintenance clips and include different templates of maintenance MoUs, so that local stakeholders (eg. community leaders; local government; motorcycle taxi unions; youth representatives; market women groups, etc.) can negotiate and agree upon the most appropriate maintenance models (eg. toll gates; household tax; community labour, etc.). To enhance what is a longstanding practice - community driven access improvement initiatives - we propose to disseminate copies of this manual to key rural stakeholders in three Counties, and facilitate and strengthen - via village workshops - the formulation of local policy and practice.","Research and development activity contributing to the UK’s strategy to address key development challenges."],

      "description_narrative":["Liberia's public education system is moribund. The civil war of 1999-2003 and the Ebola epidemic of 2014 have left the Ministry of Education with little capacity to run a national school system. An effort to clean thousands of ghost teachers from Ministry payrolls was cut short (New York Times, 2016), and while systematic data is scarce, teacher absenteeism appears common (Mulkeen, 2009). Nearly two-thirds of primary aged children are not in school, including over 80 percent of children in the poorest quintile, placing Liberia in the lowest percentile of net enrollment rates in the world, and at the 7th percentile in youth (15-24) literacy (EPDC, 2014).\n\nFaced with these dire statistics, the Liberian Ministry of Education announced in early 2016 that it would contract the operation of government primary schools to a group of private companies. Key features of this public-private partnership are that (a) all schools will remain free to students, and (b) teachers will be unionized civil servants, drawing from the existing teaching corps.\n\nWe propose a large-scale field experiment to study the effect of this new Partnership Schools for Liberia (PSL), comparing 120 schools that have been delegated to management by private operators to 120 control schools under government management.This proposal seeks support for a follow-up study to track the longer-term effects of the PSL program in years two and three of operation (2017/18 and 2018/19) focused on scalability and sustainability. A separate evaluation of the first year PSL pilot (2016/17) is already underway and will be nearing completion when DFID-ESRC funding decisions are made. The longer-term follow-up study is of paramount importance for several reasons. First, it is important to document whether any learning gains achieved in year 1 can be maintained over a longer horizon. Second, the year 1 pilot has been heavily subsidized and disproportionately concentrated in Monrovia, whereas years 2 and 3 will focus on more cost-effective and sustainable models, including new schools in more remote and underserved areas. Third, in years 2 and 3 the program will introduce new top-down results-based accountability measures mentioned above, which are a major focus of our current proposal.","Research and development activity contributing to the UK’s strategy to address key development challenges."],

      "description_narrative":["Earthquakes, storms, floods, and conflict cause untold damage to infrastructure, services, agriculture and livelihoods. The destruction of housing is often most visible, and the most devastating to the families, with often hundreds of thousands of homes destroyed. Householders themselves are invariably the first to respond; they are never passive, and signs of shelter recovery are very apparent from the first days after a disaster. The majority - as many as 80 or 90% - receive little or no assistance from the international community and are the main drivers of their own recovery process. This process has been termed 'self-recovery'. Previous GCRF awards supported interdisciplinary teams led by ODI in collaboration with CARE International UK, BGS, UCL and Loughborough University. They developed the understanding of the self-recovery process and advanced the theoretical basis for humanitarian assistance to the process of supporting self-recovery in practice. In large part as a result of this work, self-recovery is now a strategic element of the humanitarian shelter sector discourse with many disaster responses purporting to support this inevitable process. In recognition of the value of a people-centred approach that moves away from the convention product-based modalities, the CARE Philippines post-cyclone self-recovery project won the 2018 World Habitat Award in acknowledgment of its self-recovery focus. Sixteen thousand houses were built, each one unique and reflecting the priorities and means of each family. https://www.world-habitat.org/world-habitat-awards/winners-and-finalists/post-haiyan-self-recovery-housing-programme/ The self-recovery approach that respects the primacy of agency and choice aligns well with current humanitarian and development concerns such as the 'humanitarian development nexus', the Grand Bargain's emphasis on localisation, participation and cash-based responses, the Sendai Framework on Disaster Risk Reduction, the Sustainable Development Goals and the Global Shelter Cluster strategy. This is further explained in the Business Case. However, very little has been done to develop guidance for practice. With the exception of the protocol 'Informing Choice for Better Shelter' that delivers a guide for the development of technical educational material, there are no published tools nor guidelines that provide an implementation framework for self-recovery in shelter projects. This project addresses this gap. CARE International has over 70 country offices across the world, all of them in ODA eligible  countries. All of the proposed activities will take place two hazard prone countries where there is a CARE presence and/or an activated coordination system in the form of a country level shelter cluster. The potential regions to be selected include South Pacific islands, East Africa, Central America, Philippines and SE Asia the precise locations to be dependent on ongoing and new disaster responses. In all instances the research team will be working with the Global Shelter Cluster, country level clusters and/or CARE International country teams. These will all be ODA eligible countries. The protocol developed will be adapted to become a preparedness tool for the specific ODA eligible country context. Currently, about one-half Africa's total population is lacking access to electricity. However, the continent is well endowed with renewable energy resources; it is estimated that about 35% of the world resources for wind energy are located in the continent. There are many challenges which hinder the development of infrastructure for wind energy in Africa. Designing suitable foundations to sustain the loads typically applied by wind turbines represents a particular challenge. Most potential locations for wind turbines in Africa are in tropical zones where fluctuation in ground water level is severe. The cycling of water levels means that many deposits of interest are unsaturated for at least part of the year. Unsaturated soils exhibit complex mechanical behaviour, coupled to changes in water content. This research aims to provide design for the foundations of wind turbines in unsaturated soils.","The Global Challenges Research Fund (GCRF) supports cutting-edge research to address challenges faced by developing countries.       "description_narrative":["We seek funding to support an African Space Weather Workshop aimed at developing an international team to enhance capacity in space weather monitoring in low income countries.  The proposal seeks to utilise the world-leading capability of the UK in the field of space weather monitoring to investigate and address a specific issue impacting on countries on the DAC list. Space weather is a term used to describe the how solar-driven variations in the Earth's magnetosphere-ionosphere system can impact modern technology and thus human activity. To date space weather has primarily been studied over the polar regions. However, new emerging economies necessitates the elucidation of space weather in the equatorial regions. The most serious space weather threat to modern technological infrastructure is posed by geomagnetically induced currents (GICs) at the Earth's surface. GIC are driven by solar-wind/magnetosphere interactions which driven varying electric and magnetic field in space which again induce currents on the ground. Particularly powerful solar storms have resulted in power and communication failure. GIC can also result in currents being induced in oil and gas pipelines, leading to their degradation, of particular concern to oil-producing nations like Sierra Leone and Nigeria.  Further, changes in space weather will affect radio communication, as varying ionospheric conditions result in scintillation of radio signals. This can result in GPS and HF radio signals being absorbed, and significant GPS position and timing error. A particular challenge in the equatorial regions are high-density equatorial plasma bubbles which may span the horizon during severe space weather events.   Unique to equatorial region there is an ionospheric current system called the equatorial electrojet which may amplify space weather effects.   Disruption of radio communication will adversely affect both everyday life, commerce and disaster relief in equatorial regions. The University of Leicester are world-leading experts in space weather monitoring, using both ground-based and space-based instruments to probe space weather in the polar regions.  The research they produce is of an international excellent standard.  In this proposal we aim to utilise the University of Leicester's expertise in this area to bring together an international team of scientists and engineers for a one week African Space Weather Workshop at the University of Leicester.  The aim of the workshop is to form an international team focussed on increasing capacity for space weather monitoring, instrumentation, education and research in Africa.  The workshop will enable international networking, communication and knowledge exchange.  The workshop will identify the key challenges associated with African Space Weather Monitoring and develop a road-map for further collaborations.  The workshop will discuss how adverse space weather affects the African equatorial region, funding requirements, instrument development and deployment, and the steps needed mitigate serious space weather situation over the African equatorial region.  There will be a strong focus on identifying the training and education needs of scientists and engineers in the physics and engineering requirements associated with space weather monitoring.  This could involve planning and seeking funding for joint PhD projects between African and UK universities, academic exchanges, lecture tours of African and UK scientists, identifying instrument requirements associated with the monitoring of space weather, and engaging with local populations in building and deploying such instruments.   There will also plans for talks and activities to engage local schools and the general population in order to engage and inspire the next generation of scientists and engineers.","The Global Challenges Research Fund (GCRF) supports cutting-edge research to address challenges faced by developing countries.
