      "description_narrative":["We propose to build partnerships between the three separate projects in development through radio astronomy that we have already established via the Newton Fund in Africa, Latin America and South East Asia. This collaboration will form a global network of expertise in the mobilization of radio astronomy for economic development. The network will establish and build 'south-south' connections that will help the sharing of experiences and lessons learned in how to translate the high tech skills of radio astronomy into local job creation and entrepreneurship.  The activities in this project centre on four international workshops that each focus on a key aspect of economic development through radio astronomy research. These include the conversion of old telecommunications dishes into radio telescopes, the formation of regional collaborations using networks of radio telescopes working together, utilizing the big data aspects of radio astronomy for translation into other areas of industry and commerce, and the transfer of the high tech skills in radio astronomy into the related areas of space science, geodesy, satellite communications and telecommunications and entrepreneurship. We will encourage other low- and middle-income countries (LMICs) in the three continental regions to join the established activities and build strong regional collaborations around this theme.       "description_narrative":["eEE has developed a satellite Automatic Identification\nSystem (SAT-AIS) based technology, exactTrax, to\naddress the problem of the practical tracking of small\nboats in developing countries. Small fishing, work and\nleisure vessels account for the majority of South African\nmaritime incidents and incur millions of Rand annual\nexpenditure on search and rescue activities. Knowing\nthe up-to-date location of a boat in real-time is vital to\nsaving lives and can substantially reduce search and\nrescue costs.\nWorking with SAMSA and the NSRI (equivalent to the\nUK’s Royal National Lifeboat Institution), the first phase\nof the OASIS-TU project deployed 1,000 exactTraxenabled\nem-trak I100 AIS identifiers across South\nAfrica’s small boat sector. exactTrax data services\nwere also established into SAMSA’s MRCC and the\nNSRI’s EOC. These services include real-time satellite\ntracking data and safety alerts transmitted from boats\nin trouble and are now fully operational (the first phase\nof the OASIS-TU project completed in February 2019).\nThe current phase of the OASIS-TU project involves eEE\nworking with S3C and IB to develop a new exactTraxenabled\ntransponder, known as the AngelFish, for\ndeployment in Madagascar. With the same small\nvessel safety of life issues as South Africa, as well as\nconcerns related to small-scale fisheries management\nand maritime security, a partnership between the\nCFIM, APMF, CSP, COFONA, ARTEC and the GAPCM\nwill deploy 800 AngelFish transponders across\nMadagascar. exactTrax data services will likewise be\ndeployed across all of the local partners. This phase\nof the project is due to complete in October 2021, with\nthe first transponders being deployed in-country in\nearly 2021.","The project is working with SAMSA to equip boats with battery-powered AIS em-trak I100 AIS identifiers. These devices can then be tracked in near real time by exact-Earth’s constellation of polar and equatorial orbiting AIS satellites, and therefore provide South African and Madagascan authorities with an up-to-date last-known position. The devices also provide an SOS button which will transmit a distress message if an incident occurs, and which is also detected by exact-Earth’s satellites. This information will be integrated into their search and rescue systems alerts to inform authorities quickly."],

The goal was to\nenable local stakeholders to use this information to\nreduce the social and economic impact of coastal\ninundation and increasingly variable weather\npatterns. The three main objectives of the C-Rise\nproject were to:\n• Deliver a Coastal Risk Information Service,\nproviding satellite-derived information about\ncoastal vulnerability to environmental threats\nsuch as sea level rise and extreme wind and\nwave events.\n• Apply and evaluate the C-RISe service through a\nset of Use Cases, applying the C-RISe products\nto end use applications meeting local priorities.\n• Build local capacity to use satellite data to\nprovide scientific decision support for strategy\ndevelopment, governance and management\nof coastal areas to increase resilience to coastal\nhazards.\nThese objectives were fully met, indeed exceeded, in\nsome areas, as follows:\n• The C-RISe information service provided\naccess to 5 satellite derived data sets: Historical\nsatellite altimeter data providing time series of\nsea level, significant wave height and surface\nradar backscatter (2002-2018), Satellite derived\nclimatology of wind velocity (2007-2018),\nSatellite derived climatology of significant wave\nheight (1991-2018), Satellite derived climatology\nof surface currents (2002-2017), Web page\ndelivering near real time marine conditions\ninformation\n• C-RISe partners have developed 27 Use Cases,\nof which 23 have been completed and 4 are still\nin progress.       "description_narrative":["The World Wildlife Fund for Nature estimates that up to five species of life on our planet become extinct every day. A recent study compiling surveys of animal populations around the globe shows that this rate of \"biological annihilation\" means a sixth mass extinction in Earth's history is under way and is more severe than previously feared. This astonishing rate of decline has potentially catastrophic consequences, not just for the ecosystems where the species are lost, but also for the world economy and planet as a whole. The World Bank estimates that ecosystems provide $33 trillion every year to the global economy: more than the GDP of USA and Europe combined. So it is no surprise that at a recent World Economic Forum the top business leaders, international political leaders and intellectuals around the globe identified biodiversity loss and consequent ecosystem collapse as one of the 10 foremost dangers facing humanity. There is a fundamental need to routinely monitor animal populations so that conservation strategies can be optimized with such information.   The island nation of Madagascar is at the forefront of this biodiversity crisis. Since it split from the African continent an estimated 160 million years ago, Madagascar has developed its own distinct ecosystems and extraordinary wildlife. Approximately 95 percent of Madagascar's reptiles, 89 percent of its plant life, and 92 percent of its mammals exist nowhere else on Earth. Madagascar is therefore one of Earth's hottest biodiversity hotspots. However, the current rate of biodiversity loss is so high that recent studies suggest this is the last chance to avoid many habitats and species becoming extinct.   Over the last few years, with funding from the UK government, we have developed a low cost, robust, and simple to operate thermal-infrared drone system built from off-the-shelf components that can (semi)automatically detect, identify and locate animals and fires in thermal infrared footage. In April 2019, in collaboration with the Durrell Wildlife Conservation Trust, we took the system to Madagascar and demonstrated that the system could successfully detect key tracer species of biodiversity and ecosystem health with a greatly increased efficiency over existing methods. Following this success, we are now seeking additional UK funding to build capacity in Madagascar to construct, maintain and fly drones, and begin systematic monitoring of biodiversity in key geographic areas. This will provide the key data that conservation agencies and the government need to ensure future policy decisions deliver sustainable economic growth while protecting and ensuring the long-term stability of the precious ecosystems. As biodiversity is a cornerstone of the country's economy, the proposal will deliver significant, long-term, social and economic impacts.   Throughout the project we will work closely with the Aviation Civil de Madagascar [Civil Aviation Authority of Madagascar], who are currently building a national framework and regulations for operating drones. Having been part of key UK Government panels shaping drone policy for many years, we have extensive experience to help ensure optimal safety and best practice are implemented in drone flight from the beginning.
