Recent evidence suggests that the psychological impact of being poor exacerbates a poverty trap mechanism. People living in developing countries' rural area are exposed to stress that affects the way they make decisions over time. It increases their discount rate (Tanaka et al, 2010) and their propensity to behave in a manner consistent with hyperbolic discounting, that is, overweighting immediate outcomes (Ashraf et al, 2006; Clot and Stanton, 2014). This prevents them from making choices consistent with improving their prospects for long-term sustained improvements in well-being (Haushofer and Fehr, 2014). In parallel to the effect of absolute poverty, additional findings demonstrate the aggravating role of relative poverty (unbalanced cash flows over a calendar year) on individuals' preferences (Haushofer et al, 2013; Carvalho et al, 2016). Participating in a conservation scheme can change farmers' cash flows over a year. Participation could also impact farmers' individual preferences by changing their level of relative poverty. Knowing\nthe up-to-date location of a boat in real-time is vital to\nsaving lives and can substantially reduce search and\nrescue costs.\nWorking with SAMSA and the NSRI (equivalent to the\nUK’s Royal National Lifeboat Institution), the first phase\nof the OASIS-TU project deployed 1,000 exactTraxenabled\nem-trak I100 AIS identifiers across South\nAfrica’s small boat sector. exactTrax data services\nwere also established into SAMSA’s MRCC and the\nNSRI’s EOC. These services include real-time satellite\ntracking data and safety alerts transmitted from boats\nin trouble and are now fully operational (the first phase\nof the OASIS-TU project completed in February 2019).\nThe current phase of the OASIS-TU project involves eEE\nworking with S3C and IB to develop a new exactTraxenabled\ntransponder, known as the AngelFish, for\ndeployment in Madagascar. With the same small\nvessel safety of life issues as South Africa, as well as\nconcerns related to small-scale fisheries management\nand maritime security, a partnership between the\nCFIM, APMF, CSP, COFONA, ARTEC and the GAPCM\nwill deploy 800 AngelFish transponders across\nMadagascar. exactTrax data services will likewise be\ndeployed across all of the local partners. This phase\nof the project is due to complete in October 2021, with\nthe first transponders being deployed in-country in\nearly 2021.","The project is working with SAMSA to equip boats with battery-powered AIS em-trak I100 AIS identifiers. These devices can then be tracked in near real time by exact-Earth’s constellation of polar and equatorial orbiting AIS satellites, and therefore provide South African and Madagascan authorities with an up-to-date last-known position. The devices also provide an SOS button which will transmit a distress message if an incident occurs, and which is also detected by exact-Earth’s satellites. species of life on our planet become extinct every day. A recent study compiling surveys of animal populations around the globe shows that this rate of \"biological annihilation\" means a sixth mass extinction in Earth's history is under way and is more severe than previously feared. This astonishing rate of decline has potentially catastrophic consequences, not just for the ecosystems where the species are lost, but also for the world economy and planet as a whole. The World Bank estimates that ecosystems provide $33 trillion every year to the global economy: more than the GDP of USA and Europe combined. So it is no surprise that at a recent World Economic Forum the top business leaders, international political leaders and intellectuals around the globe identified biodiversity loss and consequent ecosystem collapse as one of the 10 foremost dangers facing humanity. There is a fundamental need to routinely monitor animal populations so that conservation strategies can be optimized with such information. The island nation of Madagascar is at the forefront of this biodiversity crisis. Since it split from the African continent an estimated 160 million years ago, Madagascar has developed its own distinct ecosystems and extraordinary wildlife. Approximately 95 percent of Madagascar's reptiles, 89 percent of its plant life, and 92 percent of its mammals exist nowhere else on Earth. Madagascar is therefore one of Earth's hottest biodiversity hotspots. However, the current rate of biodiversity loss is so high that recent studies suggest this is the last chance to avoid many habitats and species becoming extinct. Over the last few years, with funding from the UK government, we have developed a low cost, robust, and simple to operate thermal-infrared drone system built from off-the-shelf components that can (semi)automatically detect, identify and locate animals and fires in thermal infrared footage. In April 2019, in collaboration with the Durrell Wildlife Conservation Trust, we took the system to Madagascar and demonstrated that the system could successfully detect key tracer species of biodiversity and ecosystem health with a greatly increased efficiency over existing methods. Following this success, we are now seeking additional UK funding to build capacity in Madagascar to construct, maintain and fly drones, and begin systematic monitoring of biodiversity in key geographic areas. This will provide the key data that conservation agencies and the government need to ensure future policy decisions deliver sustainable economic growth while protecting and ensuring the long-term stability of the precious ecosystems. As biodiversity is a cornerstone of the country's economy, the proposal will deliver significant, long-term, social and economic impacts. Throughout the project we will work closely with the Aviation Civil de Madagascar [Civil Aviation Authority of Madagascar], who are currently building a national framework and regulations for operating drones. The destruction of housing is often most visible, and the most devastating to the families, with often hundreds of thousands of homes destroyed. Householders themselves are invariably the first to respond; they are never passive, and signs of shelter recovery are very apparent from the first days after a disaster. The majority - as many as 80 or 90% - receive little or no assistance from the international community and are the main drivers of their own recovery process. This process has been termed 'self-recovery'. Previous GCRF awards supported interdisciplinary teams led by ODI in collaboration with CARE International UK, BGS, UCL and Loughborough University. They developed the understanding of the self-recovery process and advanced the theoretical basis for humanitarian assistance to the process of supporting self-recovery in practice. In large part as a result of this work, self-recovery is now a strategic element of the humanitarian shelter sector discourse with many disaster responses purporting to support this inevitable process. In recognition of the value of a people-centred approach that moves away from the convention product-based modalities, the CARE Philippines post-cyclone self-recovery project won the 2018 World Habitat Award in acknowledgment of its self-recovery focus. This is further explained in the Business Case. However, very little has been done to develop guidance for practice. With the exception of the protocol 'Informing Choice for Better Shelter' that delivers a guide for the development of technical educational material, there are no published tools nor guidelines that provide an implementation framework for self-recovery in shelter projects. This project addresses this gap. CARE International has over 70 country offices across the world, all of them in ODA eligible  countries. All of the proposed activities will take place two hazard prone countries where there is a CARE presence and/or an activated coordination system in the form of a country level shelter cluster. The potential regions to be selected include South Pacific islands, East Africa, Central America, Philippines and SE Asia the precise locations to be dependent on ongoing and new disaster responses.
