      "description_narrative":["This project focuses on the challenges of building resilience in pastoralist communities, with reference to case study countries of Kenya & Mongolia, & to other countries in the Global South, through global pastoralist networks. Through integrating newly available remote sensing (RS) datasets, with innovative approaches & methodologies for understanding cultural dimensions, meanings & practices of resilience & evaluating barriers to research uptake & data needs of both pastoralist & policy communities, we will lay the foundations for real transformations in pastoral resilience. This is vital not only for pastoralist communities' livelihoods, but for realisation of current national economic development plans & aspirations. In order to realise our project's goals we bring together an interdisciplinary team which combines expertise in remote sensing techniques; rangeland management; socio-economics & governance of pastoralism; assessment of risk & hazard; human-environment relations in rangelands; & cultural geographies & anthropologies of pastoralism.  The wider context for this work is the importance of pastoralism as a central livelihood strategy for some 500 million people worldwide, typically in marginal dryland environments highly susceptible to climate change & who often number amongst the most vulnerable communities. Enhanced understandings of pastoral livelihoods & resilience are also central to contemporary global development priorities, as emphasised by UNEA (2016) resolution on sustainable pastoralism & by donors' positioning of contemporary pastoralism as essential to achievement of Africa 2063 as well as UN 2030 Development Agendas (FAO, 2016).  Specific challenges & issues include the lack of attention to culturally specific meanings, practices & priorities around pastoral resilience, & the linked challenge of a lack of engagement & uptake of previous research & datasets by pastoralist communities & policy-makers. There are thus marked challenges in knowledge exchange, communication & translation, which hinder local development of culturally meaningful & effective resilience & policy support for this. There is also a lack of understanding of why this is the case, in other words of what stakeholders want that is not being delivered, & how can this be addressed. Our objectives are thus i) to provide new understandings of pastoral resilience from genuinely interdisciplinary & local/indigenous perspectives; ii) to derive comparative insights into pastoral resilience across diverse countries & pastoral systems; iii) to examine & test ways to enhance relevance & uptake of datasets & outputs, including through examination of newly available remote sensing datasets & iv) through attention to cultural meanings & contexts of resilience, histories & understandings of human-nature relationships, & innovative methods, integrated with new RS datasets, to enhance understanding of barriers to & thus to enhance uptake of research data in the future, supporting positive/locally desirable dimensions of resilience. Through realisation of these objectives, our work will benefit local pastoralist communities, through enhanced understanding & provision of data & knowledge exchange to support resilience. For policymakers, donors & NGOs our work will provide clear guidance on the information needs & requirements of pastoral communities, barriers to uptake of research outputs & how these can be overcome; policymakers will also benefit from working with the project team on application of results to specific development policies & agendas pertinent to enhanced pastoral livelihoods in the future. For all beneficiaries, but especially academics, donors & NGOs implementing work on pastoral resilience, they will benefit from the new methods & interdisciplinary approaches trialled & developed during this project.       "description_narrative":["Tuberculosis (TB) is a major cause of disease and death globally. In 2015, WHO estimated there were 9.6 million TB cases and 1.5 TB deaths. Nearly 500,000 of these cases were resistant to two or more of the main drugs used to treat TB. New drugs, and combinations of drugs, are being developed to treat tuberculosis, as are new vaccines that may protect against disease in adults.  Quantifying the burden of TB is fundamental to understanding its global epidemiology and for making appropriate resource allocation decisions. Most estimates of new TB case numbers each year rely strongly on the number of cases reported by countries in that year to WHO. Unfortunately, one in three TB cases are thought to go either undetected or unreported, so the number of cases reported underestimates the number of new cases. While one can correct for this, it is hard to know exactly how much to adjust the reported numbers. Some countries have good systems for recording causes of deaths, which can be used to estimate the number of deaths caused by TB. Increasingly, large and expensive prevalence surveys are being used to estimate the number of people with active disease in a population. These estimates are less subject to bias, but measure a different quantity. Little work has explored the best way of combining these three data sources.  A major goal of this work is to use mathematical transmission models for burden estimation and provide a unified framework for all data. These models yield the number of new cases, deaths, and also the prevalence of disease. They explicitly represent disease transmission and so introduce a dependence between the number of new cases in different years. These models involve parameters evidenced from previous epidemiological work, but must be calibrated to learn from data on TB reports, deaths and prevalence. Calibration means adjusting imperfectly known model parameters in order to match observed model outputs to the data. This process provides a model that may be used to make predictions about burden, but may also teach us something about the underlying processes. Many of the parameters concerning the epidemiology and disease course of TB are quite uncertain, and this uncertainty is rarely represented fully in models needing calibration, but will be done in this project using statistical techniques that also allow comparison of different models' performance.   TB burden estimation and calibration of transmission models are almost always carried out on a country-by-country basis. Many parameters describing disease progression are likely to be similar in different countries, even if their exact values differ for unknown reasons. Hierarchical modelling techniques allow such parameters to be correlated between countries. This can improve precision, particularly for countries with little data, as estimates can be informed by data from neighbouring countries. I will explore these techniques for the transmission model, and also in statistical modelling aiming to account for the observed patterns of drug-resistance. The transmission model will ultimately be extended to include different types of drug resistance.  As new treatments and vaccines emerge, those with responsibility for public health will want to understand the potential impact these new technologies can have in terms of gains in health, and changes in spending. Producing cost-effectiveness and budget impact evidence requires a model that includes transmission, in order to account for indirect benefits accrued by avoiding secondary cases. We will use our model to provide guidance to decision-makers seeking to maximise health gain with limited resources. A typical dzud can impact millions of herders many of who will lose all their livestock leaving them in extreme poverty, with associated impacts for the wider economy. \n\nSIBELIUs will provide greater dzud-resilience for herders by providing NAMEM1  with improved capacity (new sources of satellite data, plus a geo-spatial database) for distributing new and upgraded environmental products to key stakeholders supporting herding communities. A key aspect of the project is to channel the benefits of improved products through three existing networks: (1) the Mongolian IBLI2 scheme (2) Otor Grazing Reserves which provide emergency grazing for use in dzuds (3) NAMEM’s existing network of regional centres.  \n\nThe project’s impact will be measured directly by the number of herders covered by the IBLI scheme (a readily available statistic) and the dzud-resilience of herders in three test sites, where requirements gathering will also be conducted. Mongolia experiences extremes of climate and has already witnessed above-average impacts from climate change on domestically grown agricultural crops.   \n\nThe establishment of the MAPCAM parcel-based agricultural information system within Mongolia promises to be world-leading in the way that it integrates the collection and use of cropping data for crop intelligence, production forecasting, regulatory controls and agricultural statistics, combined with it offering producers a crop recording system and tool for smart farming. There are expected to be many requirements and opportunities for further expansion, both for further improving the operational system established in Mongolia, and for new developments in other countries. ","Mongolia experiences extremes of climate and has already witnessed above average impacts from climate change. Domestically grown agricultural crops contribute over 50% of national dietary intake. In order to support its policy of self-sufficiency for key crops, the Government of Mongolia requires better information on cropped areas as metrics for analysis of productivity that will allow better policy formulation and the prescription of appropriate interventions, thus securing the impacts on food security and resilience to climate change sought by the project.\nThe primary objective is to develop the capability to acquire and use such information throughout the growing season: detailed data on the location, extent, type and variability of crops derived from innovative satellite technology. Secondarily there will be scope to deliver co-benefits through additional services to a wider group of organisations involved in agricultural management and production.\nPartnerships will be formed with Mongolian government, academic institutions, and private entities, to develop understanding of the requirements and a specification for crop monitoring and information services. Key to success will be new capacity, built through an Operational Phase, that will lead to the development of a routine monitoring activity that facilitates better evidence-based policy making and interventions to enable adaption to a changing climate with a positive impact on rural livelihoods, gender equality, youth opportunities and national food security.\nSustainability will be ensured by adapting business processes in need of information whose efficiency could be substantially improved by reallocating existing domestic spending to solutions based on satellite technology."],

Since the fall of communism, Mongolia has experienced difficulty in developing both an effective civil service and a university system that generates the expertise to solve the problems of a modern society. Much information is gathered but institutions and stakeholders lack the experience to extract knowledge from this data and use it effectively in the public interest. We propose a programme of workshops that will train Mongolian academics, civil servants and other stakeholders in the use of statistics, machine learning and data science. The programme will be customised to work on some of the current most pressing Mongolian social challenges, using real data accumulated by Mongolian public institutions. This will ensure that the technical knowledge shared is not abstract but applied with the potential for immediate impact on Mongolian society.  The programme will have 4 stages.   In the first stage we will scope out the problems and assemble the data. We have the advantage of our prior collaborations with Mongolia which will already offers a head start.  We follow this in the second stage with a two week session of instruction in the capital of Mongolia, Ulaanbaatar. This will be given by expert academics with the support of well-trained doctoral students. The instruction will be highly interactive using modern teaching techniques to accommodate for the diversity in previous experience of participants as well as diversity in English language ability. Graduate students from the University of Bath will play a significant role in teaching and interacting with the Mongolians as they learn. The team has previous experience in delivering similar activities to civil service data scientists at the Paraguayan Ministry of Development. Best practice from this context will be integrated into the delivery in Mongolia.   In the third stage, four leading Mongolian stakeholders will visit Bath for a week to attend one of Bath's innovative Integrative Think Tanks (ITT). The latter is a unique interactive research training workshop that has been developed and already used multiple times for Bath's EPSRC Centre for Doctoral Training in Statistical Applied Mathematics (SAMBa). Such workshops are based around the principle of taking real world challenges in industry, or in this case, the public sector, and, through a tried and tested process of facilitation, distilling out well-formulated mathematical research questions that can move forward into an active and collaborative research projects.   The ITT in Bath will use as its starting challenges the specific Mongolian data and societal problems described earlier. This will also involve a larger number of Bath academics and (SAMBa) graduate students who will contribute to and learn from the aforementioned process of distilling out tangible mathematical questions. Having run nine ITTs, and with the accolade of generating manifold new research projects with accompanying funding support, the Department of Mathematical Science at Bath has a strong track record in the delivery of ITTs.   The final stage will be a week long visit back to Ulaanbaatar to further advance the research agenda on the Mongolian problems by feeding them back into an ITT attended by a wide spread of Mongolian stake-holders together with Bath academics and doctoral student.   Throughout, we will be in electronic communication with our Mongolian partners to advance the instruction and progress on research.  At the end of the programme, we will have trained a group of Mongolian academics and civil servants in statistics and data science. We will have advanced understanding on a range of Mongolian problems using their data. Knowledge will be transferred in that the academics will be able to pass it on to their students and the civil servants will have developed data-driven policy making skills.","The Global Challenges Research Fund (GCRF) supports cutting-edge research to address challenges faced by developing countries.
