      "description_narrative":["Africa is facing the challenge of generating more power to meet existing and future demand. Currently, about one-half Africa's total population is lacking access to electricity. However, the continent is well endowed with renewable energy resources; it is estimated that about 35% of the world resources for wind energy are located in the continent. There are many challenges which hinder the development of infrastructure for wind energy in Africa. Designing suitable foundations to sustain the loads typically applied by wind turbines represents a particular challenge. Most potential locations for wind turbines in Africa are in tropical zones where fluctuation in ground water level is severe. The cycling of water levels means that many deposits of interest are unsaturated for at least part of the year. Unsaturated soils exhibit complex mechanical behaviour, coupled to changes in water content.       "title_narrative":["Enabling Affordable Internet Access with Dynamic Spectrum Management and Software Defined Radio"],
      "description_narrative":["This project aims to investigate how the use of dynamic spectrum access (DSA) management and geo-location database technology, combined with software defined radio (SDR) implementations may be used to enable effective and efficient wireless networks to be built at scale in developing countries in order to support affordable Internet access using the shared spectrum resource.  The project will seek to evolve DSA methods and techniques to generally improve this type of spectrum sharing service, and hence these improvements in the UK, will be fully shared and supported by our international ODA partners.   The project will be led by the University of Strathclyde's Centre for White Space Communications (CWSC), working with international ODA university partners in Kenya, Zambia, Ghana & Malawi (further engaging with partners in their countries - both industry and regulators).  There will also be support and input from a number of key industry partners including dynamic spectrum access database and cloud services partners: Nominet and Microsoft, production white space/DSP radio vendors, Adaptrum and 6Harmonics; UK SME internet service providers (ISPs) partners Cloudnet and Broadway Partners; and communication/ SDR software support from MathWorks, and FPGA hardware vendors Xilinx.  All of the relationships and partners in this proposal are already pre-existing, trusted and in some cases very long term relationships, including previous and active Strathclyde links to partners in all four African countries.  Figure 1 below illustrates the partners in this project.  CWSC and its collaborating partners have considerable expertise and experience in DSA management, and were instrumental in helping Ofcom as it progressed towards putting regulations in place for dynamic use of White Space spectrum in the TV band - regulations which went 'live' on 31st December 2015.       "description_narrative":["The key strategy and framework around GRAN implementation is to strengthen the research-operation-policy axis related to groundwater and its integration into broader water resources management and development policies. This will be achieved through these key activities:  1. An initial stakeholder mapping and consultation exercise, scoping out the seven potential network themes and further engaging and committing key network partners to a joint vision of sustainable groundwater development and management in Africa through enhanced collaboration, capacity development and solution implementation 2. Synthesis, translation and dissemination of research outputs (in collaboration with researchers and programme knowledge brokers) to create relevant, accessible (online) and useable material to a range of non-academic stakeholders. This step will focus on research outputs, which have already demonstrated solutions (technical, legal, policy, institutional/engagement based) with significant outscaling potential. Research results will also feed into important capacity development networks in Africa (e.g. AGW-Net) to stimulate a domino effect of dissemination of knowledge. 3. Two continental-scale workshops, organised to coincide with existing events led by AMCOW and SADC-GMI, which will bring together academic and non-academic beneficiaries to exchange experiences around each network theme; themes may then go on to form the basis of several sub-networks 4. Support to smaller (national-scale) events and online interactions (such as the RWSN webinar series) responding to expressed demand for research-into-use collaboration around groundwater 5. Ongoing engagement with network partners through identified sub-network leads or champions to anchor sub-networks beyond the GRAN, with support from GRIPP.  The proposed network, GRAN, will build on and expand existing groundwater-related structures through two major international events, complemented by smaller events, virtual meeting activities and curation and dissemination of material through online platforms such as GRIPP and the Africa Groundwater Atlas. The larger events, one of which will be held within the first six months of the network, will evolve around already planned events, one with focus on policy development and one with focus on Research-into-Use, while both will target policy makers, researchers and practitioners. The first will be led by AMCOW (in Western Africa), and the second by SADC-GMI (in Southern Africa). The key objective of the meetings is to exchange knowledge on groundwater management and development potentials and risks and how to address these by incorporating lessons from recent significant research and piloting/implementation of technical, institutional or policy solutions, with implications for capacity development. The meetings will make updated inventory of key institutions in the regions engaged in groundwater research, management and policy development.       "description_narrative":["The overarching goal of this proposal is to develop a self-sustaining capacity building platform for advancing biostatistical methodology research in Kenya, Malawi and Ethiopia.  The grant will sponsor six training fellowships for full-time employed researchers in biostatistics at the Kenya Medical Research Institute Wellcome Trust Research Programme (KEMRI-WTRP) in Nairobi and Kilifi (Kenya), the Malawi-Liverpool Wellcome Trust Clinical Research Programme (MLW-CRP) in Blantyre (Malawi) and the Department of Statistics of Hawassa University in Ethiopia. The rationale for our chosen partners is that Hawassa has a strong postgraduate programme in statistics while KEMRI-WTRP and MLW-CRP provide applied biostatistics environments linked to  substantive public health context and expertise.   The six Fellows will be placed in Lancaster University and Cambridge University for the duration of 12 months and will work on the development of advanced statistical methodology motivated by three substantive global health problems. The programme will enable the Fellows to operate as integral members of multi-disciplinary research teams by further development of their expertise in biostatistics, skills in teaching of statistical subjects and their ability to develop high-quality documented statistical software.  The specific activities of this proposal are the following. Training courses in geospatial statistical methods and mathematical modelling of infectious diseases will be delivered by Lancaster and Cambridge. These courses will be tailored to the specific needs and projects of each Fellows. During the programme, the Fellows will also design new courses in statistics to be delivered at their respective institutes after completion of the project. This will be carried out in collaboration with the PI and CIs who will provide high quality support in the creation of new teaching material and educational statistical software.       "description_narrative":["The research consortium between, the UK, Africa and other interested partners seeks to provide innovative mathematical solutions to fundamental global problems and questions faced by the Sub-Saharan African (SSA) region (Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe).   The statistics are overwhelmingly clear:   (i) The top five killer-diseases in Africa are HIV/AIDS, lower respiratory tract infections including Tuberculosis, diarrhoea diseases (linked to water borne diseases and poor sanitation), malaria and strokes;   (ii) Despite significant investments, crime activities (murder, sexual offences, assault, robbery, hijacking of cars, etc.) in Southern Africa, particularly in South Africa, continue to be of national and international concern;  (iii) Governments and National Parks across SSA are faced with significant challenges in designing efficient methods for wild-life management and conservation;  (iv) Almost 80 percent of faculty staff in Departments of Mathematics at Universities across SSA hold at most a Masters degree and in some cases, many senior faculty staff members do not possess a PhD. The figures are astonishingly depressing particularly for Historically Disadvantaged Institutions.  Our mission is to offer alternative research-led quantitative solutions to these global challenges by carrying out interdisciplinary and inter-institutionally research in mathematical sciences focusing on six key research strands: (1) Infectious Tropical Diseases: Towards disease control policies supported by scientific evidence theory; (2) Mathematical Modelling of Biological Systems: From data to models and back; (3) Numerical Analysis and High Performance Scientific Computing; (4) Crime Modelling in Sub-Saharan Africa; (5) Mathematics for Public Policy and (6) Statistical Methods for Data Analysis, Model and Parameter Estimation. Outcomes of our programme include (i) innovative quantitative solutions based on rigorous mathematical theories, (ii) training of a new generation of young African scientists agile and competent in skills for model building, validation, interpretation, and communicating modelling results to policy makers, and (iii) influence government and non-governmental organisations through rigorously tested scientific methods and solutions.   The mode for delivery of these research activities is through one Postgraduate Advanced Study Institute in Mathematical Sciences and two intensive Workshop Series aimed at training the future leaders of Africa on the latest state-of-the-art mathematical, numerical and statistical methods that allow them to derive new models from data, carry out rigorous mathematical and numerical analysis and then to complete the full research cycle, fit the models and parameters to data by use of rigorous statistical methods. This allows the researchers to select from a wide range of models based on different biological assumptions and their mathematical translations, the best model that fits data and be able to carry out parameter estimation under these conditions.   We will partner with the Southern Africa Mathematical Sciences Association (SAMSA) and MASAMU program to deliver our research and pedagogical activities (see letters of support from both). SAMSA represents over 40 Universities across SSA and hosts an annual conference to which many of the SSA researchers are in attendance. One of the postgraduate advanced study institute and workshop will revolve around the SAMSA annual conference in order to reach a wider community beyond that supported by this proposal.       "title_narrative":["Self-recovery housing for development: scaling up crisis preparedness and humanitarian shelter response"],
      "description_narrative":["Earthquakes, storms, floods, and conflict cause untold damage to infrastructure, services, agriculture and livelihoods. The destruction of housing is often most visible, and the most devastating to the families, with often hundreds of thousands of homes destroyed. Householders themselves are invariably the first to respond; they are never passive, and signs of shelter recovery are very apparent from the first days after a disaster. The majority - as many as 80 or 90% - receive little or no assistance from the international community and are the main drivers of their own recovery process. This process has been termed 'self-recovery'. Previous GCRF awards supported interdisciplinary teams led by ODI in collaboration with CARE International UK, BGS, UCL and Loughborough University. They developed the understanding of the self-recovery process and advanced the theoretical basis for humanitarian assistance to the process of supporting self-recovery in practice. In large part as a result of this work, self-recovery is now a strategic element of the humanitarian shelter sector discourse with many disaster responses purporting to support this inevitable process. In recognition of the value of a people-centred approach that moves away from the convention product-based modalities, the CARE Philippines post-cyclone self-recovery project won the 2018 World Habitat Award in acknowledgment of its self-recovery focus. Sixteen thousand houses were built, each one unique and reflecting the priorities and means of each family. https://www.world-habitat.org/world-habitat-awards/winners-and-finalists/post-haiyan-self-recovery-housing-programme/ The self-recovery approach that respects the primacy of agency and choice aligns well with current humanitarian and development concerns such as the 'humanitarian development nexus', the Grand Bargain's emphasis on localisation, participation and cash-based responses, the Sendai Framework on Disaster Risk Reduction, the Sustainable Development Goals and the Global Shelter Cluster strategy. This is further explained in the Business Case. However, very little has been done to develop guidance for practice. With the exception of the protocol 'Informing Choice for Better Shelter' that delivers a guide for the development of technical educational material, there are no published tools nor guidelines that provide an implementation framework for self-recovery in shelter projects. This project addresses this gap. CARE International has over 70 country offices across the world, all of them in ODA eligible  countries. All of the proposed activities will take place two hazard prone countries where there is a CARE presence and/or an activated coordination system in the form of a country level shelter cluster. The potential regions to be selected include South Pacific islands, East Africa, Central America, Philippines and SE Asia the precise locations to be dependent on ongoing and new disaster responses. In all instances the research team will be working with the Global Shelter Cluster, country level clusters and/or CARE International country teams. These will all be ODA eligible countries. The protocol developed will be adapted to become a preparedness tool for the specific ODA eligible country context.
