      "description_narrative":["Rice is a staple food for more than half of the world's population, with more than 90% of rice being consumed in Asia. Pigmented rice, such as black and red rice is traditionally used for food for special occasion. The consumption of pigmented rice is rapidly growing along with the increasing interest in health-promoting functional food. Pigmented rice contains high level of phytochemicals such as anthocyanin, flavonoids and vitamin E. Antioxidant activity of these phytochemicals helps to scavenge radical oxygen species (ROS) in human cell, thus decrease the risk of degenerative diseases such as cancer, high cholesterol and cardiovascular disease. Since the price of pigmented rice is more than twice that of white rice and the potential of pigmented rice in international market is large, growing pigmented rice as an alternative to or together with white rice will give higher income for Philippines farmers.   Currently, the Genetic Resources Division of the Philippine Rice Research Institute (PhilRice) has more than 800 accessions of pigmented rice collected from various regions of the Philippines. These rice accessions may have nutritional and therapeutic components that can be utilized in the breeding and development of new varieties of pigmented rice, but their potentials has not yet been explored.   Through this project the Philippine Rice Research Institute (PhilRice), the National Institute of Agricultural Botany (NIAB) and the International Rice research Institute (IRRI) will collaborate to screen and characterize Philippine indigenous pigmented rice germplasm to discover those pigmented rice accessions that can be utilized as new donors for pigmented rice breeding. PhilRice and NIAB will characterize the variation in agro-morphological traits, grain quality, nutritional composition, seed coat colour, antioxidant activity and phytochemical properties (anthocyanins, flavonoids) in the pigmented rice germplasm. In addition, IRRI will determine the genetic diversity of pigmented rice germplasm through SNP genotyping using Illumina Infinium 6K chip. Based on this phenotype and genotype data we will select a Core collection of pigmented rice accessions.   This Core collection will represent different classes of morphological traits, grain quality, nutritional value, antioxidant activity, phytochemical profiles and genetic subgroup. This Core collection will be used for a thorough study of the antioxidant components within pigmented rice using HPLC and Liquid Chromatography/Mass Spectrometry (LC/MS) analysis at NIAB. The genetic basis of the known and potentially novel antioxidant components will be undertaken through a genome-wide association screen (GWAS).   Based on the results from the GWAS analysis we will choose several rice accessions that can be utilized as donors. We will identify single nucleotide polymorphisms (SNPs) that are closely associated with the phytochemical having high antioxidant activity and develop trait specific SNP markers for marker-assisted selection.       "description_narrative":["Bacterial blight and rice blast are two key pathogens reducing rice productivity worldwide. Varietal resistance is an effective, reliable and environmentally friendly way of protecting rice against these pathogens. The development and use of modern molecular breeding techniques has shortened the generation of elite rice lines for varietal release from 8-10 years to 2-3 years. This means that real-time deployment of resistant varieties with various combinations of resistance genes can be customized through gene rotation or mixture in a single genetic background.  New varieties resulting from current breeding projects will be released in two to three years. This makes a range of varieties each with a unique combination of resistance genes available to growers. A key question, then, is: Where should these varieties be deployed? Each variety should be deployed where the matching virulence is not present, or is at an extremely low frequency, in the pathogen population. This ensures that the resistant variety remains effective for the maximum possible time. We thus need a method to ascertain the absence, or possible presence in extremely small frequency, of pathogen virulence in the field.  We therefore aim to develop and apply a combined modelling and field monitoring approach to determine areas where a novel resistance gene can safely be deployed because virulence is at a sufficiently low frequency in the pathogen population. The method: -1- Will quantify the number of infections in observational plots of a susceptible variety. A similar plot with the novel resistant variety will show no infections (ideally). Using a statistical method we will then be able to estimate the maximum expected frequency of virulence in a field pathogen population. If this frequency is small enough (e.g. 10-10) we can decide that the new resistant variety be released. -2- Will be scaled-up from the field level to a regional level. This will enable us to make decisions about variety release at larger spatial scales. The model will be parameterised from field monitoring of an aggressive bacterial blast strain currently expanding in the north of Thailand. -3- Will be made available, with the necessary training, for future use to the rice research community. -4- Will start to be used alongside its development to help solve the emerging problem posed by the new expanding aggressive bacterial blast strain that threatens northern Thailand's rice production.  The outputs of the project will be a set of methods to establish where in the Philippines and Thailand novel resistant varieties can be released to maximise the durability of varietal resistance. This will be of clear benefit to growers as they will suffer less from virulent strains breaking the novel resistance. This in turn will improve the income of poor growers. The project will also train staff in statistical methods, epidemiological modelling and the use of the methods developed in the project. However, rice is largely consumed as polished grain (white rice) and its consumption, as part of the adoption of a Western diet and increasingly sedentary life style, is associated with increased risk of a range of chronic diseases including type 2 diabetes, obesity, cardio-vascular disease and forms of cancer. Hence it is important to consider the impact of rice on nutrition and health as well as traditional quality attributes. Consequently, the two most important targets for quality improvement of polished white rice are to reduce the rate of digestion in the human gastrointestinal tract (through starch structure manipulation and increasing the percentage of resistant starch) and increase the content of dietary fibre while retaining high yield and good cooking and sensory properties. The research project will carry out detailed analyses of grain composition of a wide range of rice lines to identify lines with increased health benefits combined with good consumer acceptability. Cutting-edge genetics and bioinformatics will then be used to identify molecular markers that can be used to select for quality traits by breeders.       "description_narrative":["The poultry industry in the Philippines accounts for 15% of the agricultural output, equating to 123.4 billion pesos per annum and is growing at a few percent per annum. One factor affecting growth is an inability to rapidly detect disease within the chicken population. There are a range of bacterial and viral pathogens which affect the poultry industry. Currently the diagnostic methodology is reliant on a drop in production performance, presence of clinical signs, pathological lesions and serological findings. As such the diagnostic time is quite long and this can affect the ability to implement control measures to limit the spread of the disease to adjacent poultry farms. Although the key disease pathogens are well known, Newcastle disease, infectious bursal disease virus (IBDV), avian infectious bronchitis (IB), Salmonellosis, Avian Pathogenic E. coli (APEC) and mycoplasma gallisepticum, It is unclear at this present time what the particular strain or strains are, which affect the Philippines or any information on the genetic diversity of these. When it is considered that a relatively small 1% increase or decrease in production can make a very large economic impact. To address this, a multidisciplinary consortium from the UK (Brunel University London, Surrey University and the Pribright Institute) and the Philippines (College of Veterinary Medicine at the University of the Philippines Los Banos, College of Veterinary Medicine and Biomedical Sciences at Cavite State University and the College of Veterinary Medicine at the University of Eastern Philippines) has been formed. Using the complimentary skills of those involved the project proposes to develop and translate to the Philippines a rapid easy to use point of need molecular diagnostic test that can be used at the site of infection and test for the key viral and bacterial pathogens identified which are of current concern. The total test time will be under 1 hour (sample to result). The system will consist of a sample collection and preparation device and a small instrument approximately the size of a large matchbox which will be wirelessly connected to a smartphone. The smartphone app will run the assay and display the results. The results can also be sent wirelessly to a central store and used for surveillance purposes. The platform can be relatively easily adapted for any new and emerging strains of these pathogens. Once the system is laboratory validated it will be evaluated in the Philippines. In addition, agreements will be sought to transfer the technology to the Philippines for largescale manufacture thus providing for a secondary economic effect.       "description_narrative":["Salmonellosis, caused by Salmonella spp., is among the most commonly reported foodborne diseases globally, and has a high health and economic burden in both animals and humans. Salmonella enterica is a primary cause of cases and outbreaks of diarrhoea worldwide, including in the Philippines. While numerous potential methods of transmission exist, commercial chicken and pig meat have been recognised as crucial food vehicles for S. enterica. The forecasted increase in consumption and utilisation of swine and poultry products in the Philippines in the next 10 years to over 3 million metric tonnes per annum, increases the likelihood for exposure to the bacterium.  Previous studies from our Philippine team have shown that S. enterica is circulating in the chicken and pig food chains in Metropolitan Manila, and is a likely major and increasing cause of food poisoning. Notably, treatment options for salmonellosis are decreasing as the bacteria increase in their resistance to antimicrobial drugs. Due to frequent use of antibiotics, chickens and pigs are now realized as potential risks in disseminating drug-resistant S. enterica, with multi-drug resistant (MDR) strains now reported to be present in the Philippines.  For this study, we propose to compare at the genetic level of past and present samples of S. enterica across live animal and processed meat domains in the chicken and pig food chains in Metropolitan Manilla. We will perform whole genome sequencing (WGS) of historical and prospectively collected S. enterica bacteria isolated from these samples. WGS technology has become a rapid and affordable tool that is revolutionising the fields of genetics, microbiology, and ecology, as well as public health surveillance and response, including animal health. WGS analysis has enabled new and often unpredicted routes to disease by defining resistance genotypes and their historical generation, predicting resistance phenotypes and identifying similar isolate genomes that are part of a transmission chains. The resulting genomic variation will increase our understanding of transmission and drug resistance to permit more effective interventions.       "description_narrative":["This project aims to develop a strategic approach to identify and combat porcine reproductive and respiratory syndrome virus (PRRSV) outbreaks and other porcine viral diseases in the Philippines. The Philippines are the world's 8th largest producer of pork producing over 1,700 mega tons of pork meat per year. However, the pork production still relies largely on backyard farms, which, in 2016, were reported to house 64% of the roughly 12.5 million animals in the country. This divergence in farming practises between backyard and commercial farms requires a robust strategic approach to prevent pathogen spread across farms and systems. The backyard farms often use crossbred commercial western/indigenous breed pigs, with few biosafety measures in place, rarely rely on veterinary consultation, lack diagnostics, and allow fairly liberal and unsupervised access to antibiotics. In contrast, the commercial farms rely on commercial highly bred western pig breeds, mostly Landrace/Large White/Duroc crosses brought in from leading breeding companies, such as PIC and Topigs Norsvim, amongst others. The commercial farms, despite little usage of diagnostics to support clinical diagnoses, are employing extensive vaccination schemes; however, currently this isn't always effective in preventing disease. Improved diagnostics, monitoring, surveillance and reviewing of current biosafety and vaccination strategies are essential to employ a targeted approach to disease control.   Therefore, this project aims to assess the current health situation in commercial and backyard farms, to identify current vaccination strategies, and to identify circulating strains and subtypes of PRRSV and PEDV. We will use traditional Sanger and next generation sequencing of field samples to conduct phylodynamic and phylogeographic analysis, which will help to inform the spread and source of PRRSV and PEDV outbreaks, and which will further aid disease prevention strategies. The outcomes will give us an overview of the current health and biosafety situation in the Filipino pig industry and will allow us to develop specific, easy-to-use diagnostic tools that will enable farmers to specifically identify diseases present in their stock and advise targeted vaccination and biosafety measures. We aim to develop differential diagnostic tools based on reverse transcription loop-mediated isothermal amplification (RT-LAMP) or reverse transcription recombinase polymerase amplification (RT-RPA) for systemic viral diseases including PRRSV, CSFV, PCV2, and IAV-S, and for enteric viral diseases including PEDV, TGEV, and rotaviruses. We will employ easy-to-use flow strip detection methods to develop multiplex tests that allow differentiation between viruses and/or subtypes.       "title_narrative":["Self-recovery housing for development: scaling up crisis preparedness and humanitarian shelter response"],
      "description_narrative":["Earthquakes, storms, floods, and conflict cause untold damage to infrastructure, services, agriculture and livelihoods. The destruction of housing is often most visible, and the most devastating to the families, with often hundreds of thousands of homes destroyed. Householders themselves are invariably the first to respond; they are never passive, and signs of shelter recovery are very apparent from the first days after a disaster. The majority - as many as 80 or 90% - receive little or no assistance from the international community and are the main drivers of their own recovery process. This process has been termed 'self-recovery'. Previous GCRF awards supported interdisciplinary teams led by ODI in collaboration with CARE International UK, BGS, UCL and Loughborough University. They developed the understanding of the self-recovery process and advanced the theoretical basis for humanitarian assistance to the process of supporting self-recovery in practice. In large part as a result of this work, self-recovery is now a strategic element of the humanitarian shelter sector discourse with many disaster responses purporting to support this inevitable process. In recognition of the value of a people-centred approach that moves away from the convention product-based modalities, the CARE Philippines post-cyclone self-recovery project won the 2018 World Habitat Award in acknowledgment of its self-recovery focus. Sixteen thousand houses were built, each one unique and reflecting the priorities and means of each family. https://www.world-habitat.org/world-habitat-awards/winners-and-finalists/post-haiyan-self-recovery-housing-programme/ The self-recovery approach that respects the primacy of agency and choice aligns well with current humanitarian and development concerns such as the 'humanitarian development nexus', the Grand Bargain's emphasis on localisation, participation and cash-based responses, the Sendai Framework on Disaster Risk Reduction, the Sustainable Development Goals and the Global Shelter Cluster strategy. This is further explained in the Business Case. However, very little has been done to develop guidance for practice. With the exception of the protocol 'Informing Choice for Better Shelter' that delivers a guide for the development of technical educational material, there are no published tools nor guidelines that provide an implementation framework for self-recovery in shelter projects. This project addresses this gap. CARE International has over 70 country offices across the world, all of them in ODA eligible  countries. All of the proposed activities will take place two hazard prone countries where there is a CARE presence and/or an activated coordination system in the form of a country level shelter cluster. The potential regions to be selected include South Pacific islands, East Africa, Central America, Philippines and SE Asia the precise locations to be dependent on ongoing and new disaster responses. In all instances the research team will be working with the Global Shelter Cluster, country level clusters and/or CARE International country teams. These will all be ODA eligible countries.
