      "description_narrative":["Earthquakes, storms, floods, and conflict cause untold damage to infrastructure, services, agriculture and livelihoods. The destruction of housing is often most visible, and the most devastating to the families, with often hundreds of thousands of homes destroyed. Householders themselves are invariably the first to respond; they are never passive, and signs of shelter recovery are very apparent from the first days after a disaster. The majority - as many as 80 or 90% - receive little or no assistance from the international community and are the main drivers of their own recovery process. This process has been termed 'self-recovery'. Previous GCRF awards supported interdisciplinary teams led by ODI in collaboration with CARE International UK, BGS, UCL and Loughborough University. They developed the understanding of the self-recovery process and advanced the theoretical basis for humanitarian assistance to the process of supporting self-recovery in practice. In large part as a result of this work, self-recovery is now a strategic element of the humanitarian shelter sector discourse with many disaster responses purporting to support this inevitable process. In recognition of the value of a people-centred approach that moves away from the convention product-based modalities, the CARE Philippines post-cyclone self-recovery project won the 2018 World Habitat Award in acknowledgment of its self-recovery focus. Sixteen thousand houses were built, each one unique and reflecting the priorities and means of each family. https://www.world-habitat.org/world-habitat-awards/winners-and-finalists/post-haiyan-self-recovery-housing-programme/ The self-recovery approach that respects the primacy of agency and choice aligns well with current humanitarian and development concerns such as the 'humanitarian development nexus', the Grand Bargain's emphasis on localisation, participation and cash-based responses, the Sendai Framework on Disaster Risk Reduction, the Sustainable Development Goals and the Global Shelter Cluster strategy. This is further explained in the Business Case. However, very little has been done to develop guidance for practice. With the exception of the protocol 'Informing Choice for Better Shelter' that delivers a guide for the development of technical educational material, there are no published tools nor guidelines that provide an implementation framework for self-recovery in shelter projects. This project addresses this gap. CARE International has over 70 country offices across the world, all of them in ODA eligible  countries. All of the proposed activities will take place two hazard prone countries where there is a CARE presence and/or an activated coordination system in the form of a country level shelter cluster. The potential regions to be selected include South Pacific islands, East Africa, Central America, Philippines and SE Asia the precise locations to be dependent on ongoing and new disaster responses. In all instances the research team will be working with the Global Shelter Cluster, country level clusters and/or CARE International country teams. These will all be ODA eligible countries. The protocol developed will be adapted to become a preparedness tool for the specific ODA eligible country context.       "description_narrative":["Project ThaiPASS (Thai-UK Python+Astronomy Summer School) is a human-capacity building STEM outreach project proposed jointly by the E.A. Milne Centre for Astrophysics (University of Hull, UK) and the Institute of Fundamental Study (Naresuan University, Thailand), with partnership from the National Astronomical Research Institute of Thailand (NARIT). Each ThaiPASS is a full-board summer school aimed at Thai secondary school students age around 16-18. Students will receive training in scientific computing in Python, one of the fastest growing open-source programming languages and one of the most desirable from an employability perspective. Students will learn to use Python to handle data via the medium of astronomy, which is one of the most inspiring and high-impact STEM enablers. Over a 5-day course, professional astronomers from the UK will guide students through a series of lectures and hands-on tasks involving handling astronomical data and producing visual output such as astronomical images and videos. Students will leave the summer school with a new perspective on the role of data science in modern reserach, and will be inspired to continue to learn coding beyond the scope and time-scale of the summer school. The summer school will also include a \"university and career\" day to inform students on how STEM subjects can be taken further at university level and as a career.  The ThaiPASS project will address many of the challenges in science and ICT education in Thailand, which has fallen far behind other countries emerging out of the middle-income trap. At ThaiPASS, we will bring STFC-funded science to new audiences who may not have the opportunity to access such training otherwise. The skills developed at ThaiPASS are current, relevant and easily transferable to a wide range of industrial and academic applications. The UK team from Hull particularly understand the importance of high-quality STEM outreach: Hull is one of the most impoverished cities in the UK with a large proportion of under-performing schools. However, through our previous outreach work (over 150 science outreach events in the past 3 years, mostly in Hull and the Yorkshire region), we have witnessed first-hand the positive transformation STEM education can make for young people who might not have otherwise considered taking up science at University and as a career.  In recent years, Thailand has established itself as an emerging player in astrophysics research thanks to a new generation of internationally recognised researchers at NARIT, Naresuan.       "description_narrative":["Thailand is planning a major investment in radio astronomy, with the development of a new world-class radio telescope (the Thai National Radio Telescope). This facility is a strategic priority for Thai research as radio astronomy incorporates many key skills of value to a developing knowledge economy (engineering, electronics, information technology, computational and communications technology). However the project comes with significant human capacity and skills development challenges in that currently Thailand has few radio astronomers or engineers who can design, construct and operate the telescope. Our project is designed to address these challenges using the UK's long heritage and highly developed skills in radio astronomy. The UK has a leadership role in the world's next generation radio telescope, the Square Kilometre Array, and so places a high strategic priority on the global development of radio astronomy and the training of future generations of radio astronomers who will exploit this long-term project.  We will partner with the Thai astronomical and technical community to transfer specific technical knowledge of radio astronomy instrumentation and to also bolster the Thai astronomical skill base.       "title_narrative":["Newton STFC-NARIT: A telescope control system for the next generation of facilities"],
      "description_narrative":["We propose a collaborative project of software and hardware development towards a new telescope control system for current and new UK and Thai telescopes. In 2017 we were awarded a year of funding for the first phase of this project, which is focused around  a requirements analysis and prototype of critical parts of the proposed system for benchmarking against the existing Liverpool Telescope systems. We apply here for funding to continue this project into the second phase, in which we will develop the telescope control system with the aim of deployment on the Thai National Telescope in early 2020.  Thailand has a burgeoning astronomical community and an impressive array of existing infrastructure, along with an established engineering team for the support of operations. However, since much of their equipment has been purchased from external suppliers some of the systems are poorly understood. The TNT control systems for example are based around a proprietary, closed source software, and their network of 0.7 metre telescopes have also been supplied with an entirely different, dedicated interface.  This is a risk for the long term stability of these facilities, compromises productivity and limits the ability of the NARIT team to provide upgrades to the current system.  The ARI owns and operates the LT, with operational support from STFC. This facility has a bespoke and established telescope control system (TCS), which is well documented, well understood and with source code available. However, by modern standards it is out-dated, having been developed from the VMS-based system in use on the Isaac Newton Group telescope for some decades. The ARI intends to build within the next decade the Large Robotic Telescope (LRT): a new, 4-metre class robotic telescope, and so will need to develop new control software for this facility. It will obviously be desirable to build a versatile, modular system which could also be deployed on the existing LT, bringing enhanced reliability and control via modern technologies. Many astrometric libraries in modern languages such as Python have now been developed and a new Linux based TCS using such libraries would be open and maintainable, and applicable to a range of infrastructure.  A collaborative project to deliver a control framework which can be deployed on a variety of different facilities is therefore a mutually beneficial goal. The end product will be a system which will be used on facilities owned by both partners. The project can be fairly easily divided into two components based on the capabilities and expertise of the two partners. There are two levels of telescope control: the low-level 'fast loop' software control which drives the servos for the individual axes and the higher-level 'slow loop' control software which deals with the astrometry, converting RAs and DECs into axis positions and velocities with timestamps.       "description_narrative":["The project is to build from catalogue components a new kind of high-resolution spectrograph. The concept relies on separating the complexity introduced by Earth from the requirements of the spectrometer unit itself. This separation enables a massive reduction in size and complexity on the spectrometer side and it is the natural complement to Adaptive Optics technologies being developed elsewhere. The concepts demonstrated here might be used to save tens of millions of pounds in instrumentation costs on the coming generation of extremely large telescopes but also be reproducible by University, public and amateur observatories and offer a competitive alternative to the purchase of large inefficient Fourier transform spectrometers in the wider marketplace. The key developments that we wish to demonstrate are, (1) a compact inexpensive design that can achieve the same performance as existing instruments in terms of wavelength coverage and spectral resolution and (2) bespoke active metrology/actuation of the system to achieve -or even surpass- the best wavelength calibration stability at a fraction of construction and operation costs and to produce a facility instrument. While the prototyping for this instrument is at the University of Hertfordshire, the facility instrument will be produced in Thailand but with the insight gained from operating a prototype version on the new 0.7m. The Thai government has made a large investment in the National Astronomical Research Institute of Thailand and so they have the new laboratories in which to build the instrument as well as immediate access to a new 0.7m. Current high-resolution spectrographs are large, expensive and difficult to maintain and are reserved to an elite of a handful universities and groups around the globe. Moreover, because these instruments are so expensive, technology cycles and designs have evolved very little and do not take advantage of the great quality improvement and reduced costs of new materials and mass produced optics. In a sense, the technological leap we want to embrace is like the one between the first digital cameras to the current smartphone technology. The economic development and welfare of a country relies on key infrastructure and the capabilities of the workforce. In the field of physics and in particular astrophysics, the ability to design and make instruments and to measure and interpret the properties of the transitions in other planets, stars and galaxies is a key cornerstone to understand the properties of the Universe. High-resolution spectroscopy has for decades being a primary tool of astrophysics and a driving force in enabling new fundamental astrophysics. From the discovery of planets around nearby stars to the direct measurement of the size of the Universe. Worldwide, the most oversubscribed instruments on telescopes have long been the high-resolution spectrographs. Although Thailand has a large telescope and a number of smaller ones it does not have a high resolution spectrograph.
